المغرب..المعارضة تلجأ إلى المحكمة الدستورية لوقف قانون الصحافة
أعلنت مكونات المعارضة بمجلس النواب، من فرق ومجموعات نواب غير منتسبين، عن بدء الإجراءات القانونية لإحالة مشروع القانون رقم 026.25 المتعلق بإعادة تنظيم المجلس الوطني
للصحافة على المحكمة الدستورية، للبت في مدى مطابقته لمقتضيات الدستور.
وجاء هذا القرار في بلاغ مشترك يضم الفريق الاشتراكي-المعارضة الاتحادية، والفريق الحركي، وفريق التقدم والاشتراكية، والمجموعة النيابية للعدالة والتنمية، إلى جانب نواب مستقلين بارزين
مثل فاطمة التامني (فيدرالية اليسار الديمقراطي)، ونبيلة منيب (الحزب الاشتراكي الموحد)، وشفيقة لشرف (جبهة القوى الديمقراطية). وأكد البلاغ أن الخطوة تستند إلى الفصل 132 من
الدستور، والمادة 23 من القانون التنظيمي للمحكمة الدستورية، إضافة إلى المادة 359 من النظام الداخلي لمجلس النواب.
وبررت المعارضة مبادرتها بـ”إصرار الحكومة على تمرير المشروع عبر الغرفتين مستعينة بأغلبيتها العددية”، متجاهلة ما وصفته المعارضة بـ”تنبيهات واسعة” صادرة عن هيئات سياسية ومنظمات
مهنية، إلى جانب آراء استشارية رسمية لكل من المجلس الاقتصادي والاجتماعي والبيئي والمجلس الوطني لحقوق الإنسان، والتي سجلت بحسب المعارضة اختلالات دستورية وقانونية في
النص.
واعتبرت مكونات المعارضة أن هذه الخطوة تأتي في إطار التصدي لما وصفته بـالتغول التشريعي، والدفاع عن حرية الصحافة وتعدديتها، وصون مبدأ استقلالية التنظيم الذاتي لمهنة الصحافة،
مشيرة إلى أن مشروع القانون بصيغته الحالية يثير إشكالات جوهرية تمس جوهر هذا المبدأ الدستوري.
