وزير خارجية بوركينافاسو يشيد بالمبادرة الأطلسية..التفاصيل
أشاد وزير الشؤون الخارجية والتعاون الإقليمي والبوركينابيين في الخارج، كاراموكو جون ماري تراوري، البارحة الأربعاء بمدينة أوازا بتركمنستان، بالمبادرة الأطلسية التي أطلقها صاحب الجلالة الملك محمد السادس لفائدة دول الساحل.
وأكد السيد تراوري، خلال جلسة ضمن “الاجتماع الوزاري حول التعاون جنوب-جنوب”، الذي نظم في إطار أشغال مؤتمر الأمم المتحدة الثالث للبلدان النامية غير الساحلية، أن المبادرة الملكية الرامية إلى تسهيل ولوج دول الساحل إلى المحيط الأطلسي تشكل مصدر إلهام، مبرزا أن ” الولوج إلى البحر ليس مسألة جغرافية بل يتعلق بالعدالة، ويجب العمل على تحقيق ذلك، وهو ما يقوم به المغرب”.
وأضاف الوزير البوركينابي أن الرؤية الملكية تبرز الحاجة إلى توفير المزيد من الفرص للدول النامية غير الساحلية، معتبرا أن المغرب بلد رائد في هذا المجال.
وأكد المتدخلون في هذه الجلسة أهمية تشجيع التعاون جنوب-جنوب في مجالات العلوم والتكنولوجيا والابتكار للتحفيز الاقتصادي، وتحقيق قفزات رقمية بالبلدان النامية غير الساحلية، لكون هذه المجالات تتيح إمكانيات هائلة لدعم هذه البلدان لتحقيق التحول الهيكلي وبلوغ أهداف التنمية المستدامة.
واعتبروا أن هذه البلدان لا تستطيع الاستفادة بشكل تام من العلوم والتكنولوجيا والابتكار بسبب الفجوات الكبيرة التي تشهدها، سيما على مستوى البنية التحتية التكنولوجية، وعدم توفرها على برامج تهم التمكن من النجاعة الرقمية.
ودعوا الدول النامية غير الساحلية إلى بناء تحالف واسع لزيادة حجم الاستثمارات في البنيات التحتية المتعلقة بالعلوم والتكنولوجيا وبالرفع من قدرات الابتكار، مع تبادل الخبرات في مجال وضع الاستراتيجيات الرقمية والإطار التنظيمي الوطني الملائم لها، وتوسيع نطاق الربط الرقمي.
ويناقش هذا المؤتمر (5 8 غشت الجاري) سبل إعادة صياغة مسار التنمية في البلدان غير الساحلية، حيث يشكل فرصة للقاء وفود رفيعة المستوى ومسؤولين دوليين ومستثمرين ومنظمات لمناقشة، على الخصوص، وضع استراتيجيات بشأن تعزيز إدماج قضايا هذه البلدان في صياغة السياسات العالمية، وخطط الاستثمار، وبلورة أفكار تتعلق بأجندة أعمال التنمية المستدامة.
يذكر أن الدورة الأولى من مؤتمر الأمم المتحدة المعني بالبلدان النامية غير الساحلية انعقدت في غشت 2003 بألماتي (كازاخستان)، فيما انعقدت الثانية في نونبر 2014 بفيينا (النمسا).
