أولاد تايمة: نعمة الغيث وامتحان التدبير

بينما تنهمر الأمطار الغزيرة على منطقة أولاد تايمة،مُحْدِثةً فرحةً بالماء الذي يحيي الأرض العطشى، تتحول هذه النعمة إلى محنة تفضح اختلالات بنيوية. المشهد هنا يلخص معادلة صعبة: كيف يمكن أن تتحول بركات السماء إلى نقمة بسبب سوء التدبير على الأرض؟
في الأسابيع الأخيرة،شهدت المنطقة هطول أمطار غزيرة، وهو ما كان يُنظر إليه على أنه غيثٌ يُبشر بخيرٍ زراعيٍ ومخزون مائي. لكن سرعان ما بدأت مؤشرات “سوء التدبير” تطفو على السطح. فشبكات الصرف الصحي العاجزة عن استيعاب الكميات الكبيرة من المياه، والتخطيط العمراني غير المُحكم في بعض المناطق، أديا إلى تكون البرك والفيضانات المحلية، مما عرَّض عدداً من المنازل للضرر، وعطل حركة التنقل.
كما برزت أزمة في تدبير المرحلة اللاحقة للأمطار، من حيث تنظيف الطرقات وتسريع عملية تجفيف المياه الراكدة، مما أثار استياء السكان الذين وجدوا أنفسهم أمام مفارقة صعبة: فالأمطار التي تُمثل مصدر حياة، تحولت، بسبب القصور في التجهيزات والصيانة والتدبير الوقائي، إلى مصدر إزعاج ومخاطر.
قصة أولاد تايمة مع أمطار هذه السنة هي نموذج مصغر لحكايات متكررة في عدة مناطق.وهي تذكر بأن نعمة الموارد الطبيعية، مهما عظمت، تظل رهينة بحكمة إدارتها. فالاستثمار في البنى التحتية القادرة على مواجهة الظروف المناخية المتطرفة، والتخطيط السليم، والتدبير الاستباقي للمخاطر، هي وحدها الكفيلة بتحويل “غيث السماء” إلى خير دائم، لا إلى أزمة عابرة تكرر نفسها كل شتاء. السؤال الذي يطرح نفسه بقوة: متى نتعلم من دروس الماضي؟
