تمرد المعارضة داخل المجالس المحلية: بين التحرر الديمقراطي والارتباك السياسي
في الأسابيع الأخيرة، تصاعدت موجة من التمردات والمواجهات داخل عدد من المجالس الجماعية والبلدية في المغرب، بلغت حدّ تبادل الاتهامات، والانسحابات الصاخبة، و”قلب الطاولات” أحيانًا.
هذه الظاهرة، التي باتت حديث الرأي العام المحلي، تطرح أكثر من سؤال:
هل ما يحدث اليوم هو تحرر سياسي مشروع يعبّر عن وعي ديمقراطي جديد؟
أم أننا أمام مقدمات انتخابية مبكرة تحركها المصالح والحسابات الشخصية؟
أم أن الأمر ببساطة يعكس ضعفًا في التكوين السياسي وسوء فهم لمعنى تدبير الشأن المحلي؟
1- المعارضة بين حرية التعبير والفوضى المؤسساتية
تعدّ المعارضة داخل المجالس المنتخبة ركيزة أساسية لأي ممارسة ديمقراطية ناضجة، غير أن الممارسة الميدانية تكشف في حالات كثيرة عن تداخل بين الحق في التعبير والانزلاق نحو الفوضى.
فالاحتجاج حق، لكن الضجيج والصدام داخل قاعات المجالس ليس وسيلة لبناء التغيير، بل مؤشر على غياب ثقافة الحوار المؤسساتي.
وهنا يبرز السؤال الجوهري: هل هذه المعارضة تمارس دورها كقوة اقتراح ورقابة، أم أنها تنزلق نحو استعراضات إعلامية هدفها التموقع السياسي؟
2- موسم انتخابي مبكر أم أزمة نضج سياسي؟
من الواضح أن اقتراب الانتخابات يدفع بعض الفاعلين المحليين إلى إعادة رسم تموقعهم داخل الخريطة السياسية.
فالبعض يسعى إلى تلميع صورته أمام قواعده الانتخابية، عبر تبني خطاب احتجاجي صارخ يلامس نبض الشارع.
لكن هذا السلوك، وإن بدا ظاهريًا جرأة سياسية، يخفي في العمق نَزعة براغماتية مفرطة تجعل من المصلحة العامة آخر الاهتمامات.
إن ما يجري لا يعكس فقط اقتراب الاستحقاقات، بل أزمة في النضج الديمقراطي وفهم وظيفة المجالس المنتخبة.
3- أزمة تكوين وتأطير داخل الأحزاب
في جوهر الأزمة، تقف الأحزاب السياسية التي يفترض أن تؤطر وتكوّن منتخبيها.
فالكثير من الأحزاب تتلقى دعمًا ماليًا مخصصًا للتأطير والتكوين، لكنها نادرًا ما تفعّل هذا الدور.
والنتيجة: منتخبون يجهلون الآليات القانونية والتنظيمية للتسيير، ويتعاملون مع العمل الجماعي بمنطق شخصي أو انتقامي.
إن ضعف التكوين السياسي يؤدي بالضرورة إلى سوء استعمال السلطة المحلية وتحويل المجالس إلى فضاءات صراع لا إلى مؤسسات تدبير وتنمية.
4- البعد الأخلاقي للأزمة السياسية
ما نراه من تبادل للسبّ والشتم والقذف العلني داخل بعض المجالس لا يعبّر فقط عن فوضى تنظيمية، بل عن أزمة أخلاقية عميقة تمسّ صورة المنتخب والمؤسسة على حد سواء.
لقد عبّر جلالة الملك محمد السادس في أكثر من خطاب عن خيبة الأمل من مستوى بعض التمثيليات، ودعا إلى “ثورة داخلية” داخل الأحزاب لإعادة الاعتبار للعمل السياسي المسؤول.
تلك الدعوة ليست مجرد توجيه، بل نداء إصلاحي لإعادة بناء الثقة بين المواطن والمجالس المنتخبة.
5- نحو ممارسة سياسية راشدة ومسؤولة
بعيدًا عن الحسابات الضيقة، يجب أن ندرك أن تدبير الشأن المحلي ليس حلبة صراع بل مسؤولية وطنية.
المعارضة ليست عيبًا، بل ضرورة ديمقراطية حين تُمارس بوعي واحترام للقوانين التنظيمية.
أما عندما تتحول المعارضة إلى صخب أو إلى وسيلة ضغط انتخابي، فإنها تفقد جوهرها وتضرّ بالصالح العام.
إن الارتقاء بالعمل المحلي يتطلب ثقافة مؤسساتية قائمة على التشارك، والاحترام، والشفافية، لا على المزايدات والمشاحنات.
الثورة تبدأ من الداخل
ما يحدث اليوم ليس مجرد خلاف سياسي، بل مرآة تعكس عمق أزمة التكوين والممارسة داخل الأحزاب والمجالس المنتخبة.
الثورة الحقيقية لا تبدأ من الشارع أو من جلسات المجلس، بل من داخل الهياكل التنظيمية للأحزاب، عبر تكوين جاد وتأطير فعّال، يعيد تعريف معنى السياسة بوصفها خدمة لا سلطة، ومسؤولية لا امتيازًا.
فالمستقبل لا يبنى بالصراخ، بل بالمعرفة والانضباط واحترام المؤسسات.
