رسالة مفتوحة تضع وضعية الصحة بالقنيطرة تحت المجهر.. جمعيات تطالب المدير الجهوي للمجموعة الصحية بالتدخل العاجل
وجهت مجموعة من الجمعيات والهيئات المدنية بالقنيطرة رسالة مفتوحة إلى المدير العام للمجموعة الصحية الترابية لجهة الرباط–سلا–القنيطرة، البروفيسور إبراهيم لكحل، تحت عنوان: «ماذا يقع بالصحة في القنيطرة؟ وهل المنظومة تقف على أشخاص أم مؤسسات؟»، عبرت فيها عن قلقها إزاء ما وصفته بـ«اختلالات» في تدبير عدد من الملفات المرتبطة بالقطاع الصحي بالإقليم.
وتأتي هذه الرسالة في سياق تنزيل ورش المجموعات الصحية الترابية، التي تم إحداثها في إطار إصلاح المنظومة الصحية، حيث تم تعيين البروفيسور إبراهيم لكحل مديراً عاماً للمجموعة الصحية الترابية لجهة الرباط–سلا–القنيطرة خلال أبريل 2026.
شغور منصب مدير مستشفى الزموري يثير التساؤلات
وأشارت الهيئات الموقعة إلى ما اعتبرته استمراراً لوضعية مرتبطة بشغور منصب مدير المستشفى الإدريسي (الزموري) بالقنيطرة، معتبرة أن الفراغ الإداري لم تتم معالجته بالشكل الذي تنتظره فعاليات المجتمع المدني.
كما توقفت الرسالة عند ما وصفته بـ«إشكالية شغور المنصب»، مطالبة بتوضيح معايير التعيين والحكامة المعتمدة في تدبير المؤسسات الصحية بالإقليم.
انتقادات للتعيينات والولاءات السياسية
وفي جانب آخر، أثارت الرسالة مسألة التعيينات في صفوف مسؤولي المناطق الصحية، حيث عبر الموقعون عن رفضهم لما اعتبروه تغليباً لـ«الولاء والانتماء السياسي» على حساب الكفاءة، داعين إلى اعتماد معايير واضحة وشفافة في اختيار المسؤولين.
كما طالبت الهيئات بتعيين مسؤولين عن التواصل داخل المجموعة الصحية، مع اعتماد أسلوب واضح في التواصل والإخبار، وانتقدت ما وصفته بـ«غياب الشفافية» في تدبير بعض الملفات والصفقات والمشتريات.
مطالب بفتح تحقيق في الاختلالات الميدانية
وطالبت الرسالة، وفق مضمونها، بالوقوف على عدد من المشاكل التي تقول الجمعيات إنها رصدتها داخل مستشفى الزموري، من بينها ما يتعلق بالخدمات، والموارد البشرية، والأدوية والمستلزمات، إضافة إلى البنيات والمنشآت.
كما دعت إلى اتخاذ إجراءات عملية لإعادة الخدمات إلى مسارها الطبيعي، محذرة من استمرار ما وصفته بـ«الاختلالات» وانعكاساتها على المرضى والمرتفقين.
شتنبر.. موعد تطالب الجمعيات بأن يكون نقطة انطلاق جديدة
وفي ختام الرسالة، اقترحت الهيئات الموقعة جعل شهر شتنبر موعداً لانطلاق العمل على معالجة ما تعتبره مكامن الخلل، عبر إجراءات ملموسة تعيد الثقة للمواطنين وتحسن ظروف استقبال وعلاج المرضى.
وشددت الرسالة على أن المواطن لا ينبغي أن يكون ضحية لأي صراع أو خلاف إداري، مطالبة بتغليب مصلحة المرضى والمرتفقين، وضمان الحد الأدنى من الكرامة وجودة الخدمات داخل المؤسسات الصحية.
