السفارة الأمريكية بالرباط تُلزم المتقدمين للتأشيرة بجعل حساباتهم “عامة” على وسائل التواصل
أعلنت السفارة الأمريكية بالمغرب عبر منصتها الرسمية على “إكس” عن تطبيق سياسة جديدة تُلزم جميع المتقدمين لتأشيرات الدراسة (F)، التدريب المهني (M)، أو التبادل الثقافي (J)، بتعديل إعدادات الخصوصية على حساباتهم في مواقع التواصل الاجتماعي لتصبح “عامة”.
ويهدف هذا الإجراء إلى تسهيل عملية الفحص الأمني والتحقق من الهوية، ويُعدّ جزءاً من استراتيجية أوسع أطلقتها وزارة الخارجية الأمريكية، لتعزيز مراقبة الخلفيات الرقمية للوافدين قبل منحهم التأشيرة.
خلفيات القرار: الأمن الرقمي أولوية
السياسة الجديدة تأتي عقب إعلان وزارة الخارجية الأمريكية في يونيو 2025 عن خطط لتوسيع إجراءات التحقق الأمني، استنادًا إلى توصيات مكتب المساءلة الحكومية (GAO) الذي رصد في تقرير لسنة 2024 أن 15% من حالات تجاوز الإقامة ارتبطت بمخاطر أمنية محتملة.
كما أظهرت نتائج برنامج تجريبي أُجري في سفارات بالشرق الأوسط وأوروبا سنة 2023 أن فحص حسابات التواصل الاجتماعي ساهم في تقليص عدد المتقدمين غير المؤهلين بنسبة 8%، وهو ما شجّع الإدارة الأمريكية على تعميم الإجراء على باقي السفارات.
السياق الدولي: التهديدات العابرة للحدود في ازدياد
التغيير يأتي في وقت حسّاس تشهده السياسة الدولية، حيث أشار تقرير حديث للأمم المتحدة إلى تصاعد الأنشطة المتطرفة العابرة للحدود خلال العام الماضي، ما دفع الولايات المتحدة إلى تشديد مراقبة مَن يدخل أراضيها، خصوصاً من خلال مؤشرات رقمية يمكن تتبعها عبر الإنترنت.
ويتزامن القرار مع ارتفاع عدد الطلاب والزوار المغاربة الراغبين في الحصول على تأشيرات لمتابعة دراستهم أو الانضمام إلى برامج التبادل الثقافي في الولايات المتحدة، ما يجعل القرار مفاجئًا ومليئًا بالتحديات.
جدل قانوني وأخلاقي: الخصوصية مقابل الأمن
من الناحية القانونية، تؤكد الولايات المتحدة أن منح التأشيرة ليس حقًا مكتسبًا بل امتيازًا، ما يمنحها صلاحية فرض شروط إضافية كجزء من سياستها السيادية.
لكن هذا الإجراء يثير تساؤلات واسعة حول احترام الخصوصية الفردية. ففتح الحسابات الاجتماعية قد يسمح للمراجعين بتفسير المنشورات أو الصور أو الآراء السياسية بشكل خاطئ أو مجتزأ، مما قد يؤدي إلى رفض التأشيرة بدون مبررات شفافة.
مخاطر التمييز والتحيّز الرقمي
من الجانب الأخلاقي، يُحذر خبراء من أن عدم المساواة الرقمية قد تضع بعض المتقدمين في موقف غير عادل. فالأشخاص الذين لا يمتلكون مهارات رقمية كافية، أو لا يعرفون كيفية تعديل إعدادات الخصوصية، سيكونون أكثر عرضة للرفض أو الاستبعاد.
كما أن الاعتماد على الخوارزميات في تصفية المتقدمين يفتح الباب أمام التحيّزات الآلية، حيث تُقيّم الأفراد استنادًا إلى أنماط لا تعكس بالضرورة نواياهم أو خلفياتهم الحقيقية.
