السنغال بين باسيرو ديومباي فاي وعثمان سونكو: صراعٌ محتوم أم إعادة تعريف للسلطة؟
في السنغال، يبدو أن المشهد السياسي يسير بخطى متسارعة نحو لحظة مواجهة محتومة بين الرئيس باسيرو ديومباي فاي ورئيس وزرائه عثمان سونكو، رغم أن العلاقة بين الرجلين كانت تُقدَّم كرمز للتكامل بين جيلٍ سياسيٍّ جديد جاء ليكسر منظومة الحكم التقليدي في داكار.
لكنّ ما يجري اليوم يوحي بأن التحالف الذي وُلد من رحم السجن والنضال المشترك، يواجه أول اختبار حقيقي يهدد تماسكه، بل وربما مصيره السياسي برمّته.
من تحالف النضال إلى صراع الشرعية
حين صعد باسيرو فاي إلى الرئاسة في مارس 2024 بدعم مباشر من عثمان سونكو، بدا وكأن السنغال تعيش ولادة مرحلة سياسية جديدة تُعيد تعريف السلطة والشرعية. فالرئيس الشاب، الذي خاض حملته الانتخابية باسم “الإصلاح والقطيعة مع الماضي”، كان في جوهر مشروعه امتداداً فكرياً لخطاب سونكو الثوري الرافض للنظام القديم وللنَّفوذ الفرنسي.
غير أن انتقال السلطة من الشارع إلى القصر غيّر المعادلة. فالرئيس فاي، الذي بات يتحمل مسؤولية الدولة، وجد نفسه أمام توازنات دولية وضغوط اقتصادية هائلة، ما اضطره إلى تبني براغماتية سياسية لم ترقَ إلى طموحات معسكر سونكو الأكثر راديكالية.
“التيار المزدوج” داخل السلطة
الاجتماع المثير للجدل المسمى «الترامييتينغ» كشف عن وجود تيارين داخل السلطة:
تيار رئاسي يسعى إلى ترسيخ دولة المؤسسات والتهدئة مع الشركاء الدوليين.
تيار نضالي يقوده سونكو، يريد مواجهة مفتوحة مع النخب التقليدية وإعادة تشكيل النظام السياسي والاجتماعي.
وتكمن الأزمة في التباين بين منطق الشرعية الثورية ومنطق الشرعية الدستورية: فالرئيس يسعى إلى بناء دولة متوازنة، بينما يريد سونكو دولة تُعيد تعريف نفسها عبر الثورة لا عبر التدرج.
“ائتلاف ديومباي رئيساً”… استقلال سياسي أم انفصال رمزي؟
إطلاق ائتلاف “ديومباي رئيساً” لم يكن خطوة تنظيمية فحسب، بل إعلاناً عن استقلال الرئيس سياسياً عن ظل سونكو. الرسالة كانت مزدوجة: تأكيد الذات داخلياً وطمأنة الخارج. لكن في المقابل، اعتبر أنصار سونكو أن الخطوة خيانة لروح التحالف وبداية انحراف نحو إعادة تدوير النظام القديم بوجه جديد.
قراءة جيواستراتيجية
السنغال اليوم تمثل آخر معاقل الاستقرار الديمقراطي في غرب إفريقيا، حيث تتساقط الأنظمة الواحدة تلو الأخرى. لذلك فإن أي تصدع في التحالف الحاكم ستكون له انعكاسات إقليمية تمس علاقة داكار مع فرنسا ونيجيريا و«إكواس». فاستمرار الانسجام بين فاي وسونكو ليس شأناً داخلياً فقط، بل مسألة توازن استراتيجي في الساحل.
صراع الرؤية لا الأشخاص
الخلاف بين فاي وسونكو يتجاوز الأشخاص ليعكس صداماً بين رؤيتين لمستقبل إفريقيا الحديثة:
▪︎ رؤية تريد دمج الثورة في الدولة.
▪︎ وأخرى تسعى إلى إعادة تشكيل الدولة بالثورة.
إنّ مستقبل التجربة السنغالية مرهون بقدرتهما على تحويل التوتر إلى مشروع وطني جامع، لا إلى ساحة صراع شخصي. وإذا فشلا، فإن السنغال قد تخسر فرصة تاريخية لتقديم أول نموذج ديمقراطي ناضج في غرب القارة.
