الصحراء المغربية بين شرعية القرار الأممي وواقعية الحل السياسي
يشكّل القرار الأخير لمجلس الأمن الدولي بشأن الصحراء المغربية منعطفاً تاريخياً في مسار نزاعٍ عمره عقود، ومرآةً دقيقة لميزان القوى الجديد في شمال إفريقيا والعالم العربي. فالمجتمع الدولي، من خلال تجديد ثقته في مسار المبعوث الأممي، وإشادته بجهود المغرب المتواصلة، أقرّ ضمناً بأن مبادرة الحكم الذاتي هي الإطار الواقعي الوحيد القابل للحياة، وأن زمن الشعارات الإيديولوجية قد ولّى.
لم يعد الملف محصوراً في ثنائية “الاستقلال أو الاندماج”، بل انتقل إلى مرحلة الحكمة السياسية، حيث تتقدّم الشرعية الواقعية على الخطابات الجامدة. لقد أدركت الأمم المتحدة، بعد سنوات من التجاذب، أنّ الحلول الدائمة لا تُبنى على الوهم، بل على التوافق، وعلى إرادة دولةٍ استطاعت أن تُثبت، بالفعل لا بالقول، قدرتها على التنمية والاستقرار في أقاليمها الجنوبية.
من زاويةٍ أخرى، فإن القرار الأممي ليس نصاً دبلوماسياً فحسب، بل وثيقة سياسية ذات دلالات استراتيجية. فهو يعكس تحولاً في الموقف الدولي من قضية الصحراء، من مقاربة التجميد إلى مقاربة الفعل، ومن منطق الحياد السلبي إلى منطق المساندة المشروطة بالالتزام والمسؤولية.
البعد الإقليمي والدولي
على الصعيد الإقليمي، يتقاطع القرار مع تحولات عميقة في منطقة الساحل والصحراء، حيث تعيد الدول الكبرى رسم خرائط النفوذ والأمن. إنّ المغرب، من خلال تعزيز موقعه كشريك استراتيجي موثوق، يرسّخ دبلوماسية استباقية تجمع بين الواقعية والشرعية، في وقتٍ تتراجع فيه بعض القوى التقليدية عن أدوارها التاريخية.
أما بالنسبة للجزائر، فإن اللحظة الأممية الراهنة تضعها أمام مفترق طرق سياسي وأخلاقي: إما أن تختار منطق الحوار الإقليمي المسؤول، أو أن تواصل سياسة العزلة والمواجهة التي أثبتت التجارب أنها لم تعد مجدية في عالمٍ تتقدّم فيه لغة المصالح المشتركة على لغة الشعارات القديمة.
خطاب الملك… من الدبلوماسية إلى الرؤية الاستراتيجية
لقد جاء الخطاب الملكي الأخير في هذا السياق، ليس بوصفه ردّ فعلٍ على قرار أممي، بل كرؤية متكاملة تؤسس لمفهوم السيادة المتناغمة مع التنمية. فحين يربط جلالة الملك بين الوحدة الترابية والتنمية الشاملة في الأقاليم الجنوبية، فإنه يؤكد أن مشروعية الموقف المغربي تستمد قوتها من قدرتها على بناء الإنسان قبل كسب القرار.
الرسالة كانت واضحة: المغرب لا يدافع فقط عن أرض، بل عن فكرة الدولة الحديثة التي تُحوّل تحدياتها إلى فرص، وتواجه خصومها بالبناء لا بالخطاب، وبالإنجاز لا بالضجيج.
التحدي الإنساني والسياسي
إنّ الأمم المتحدة ومعها القوى الكبرى أمام اختبار صدقية حقيقي: هل يمكن تحويل هذا التوافق الدولي إلى مسار عملي يحقق الكرامة والعدالة والازدهار لسكان الصحراء؟
القرار وحده لا يكفي، فالقيمة الأخلاقية للسياسة الدولية تُقاس بمدى التزامها بالإنسان، لا فقط بالنصوص والبيانات.
وفي المقابل، على المغرب أن يستمر في هذا النهج المتوازن، القائم على دمج التنمية بالحكامة، والجهوية بالمسؤولية، حتى يُثبت للعالم أن الحكم الذاتي ليس حلاً تفاوضياً فحسب، بل مشروع حضاري يستند إلى الثقة في الذات والانفتاح على الآخر.
رأي التحرير يؤكد أن القرار الأممي بشأن الصحراء المغربية ليس مجرد انتصار دبلوماسي، بل لحظة تأسيسية لإعادة تعريف مفاهيم الشرعية والسيادة في القرن الحادي والعشرين.
