تقرير حديث ..الفساد يكلف المغرب 50 مليار درهم سنويا
كشف تقرير حديث صادر عن المعهد المغربي لتحليل السياسات عن محدودية أداء المؤسسة التشريعية في مراقبة قضايا الفساد، معتبراً أن التعاطي البرلماني مع هذا الملف لا يرقى إلى مستوى الصلاحيات الرقابية التي يتيحها الدستور للنواب والمستشارين، كما أنه لا يعكس حجم الاهتمام الذي يحظى به الموضوع لدى الرأي العام المغربي.
وأوضح التقرير أن الفساد يتسبب في خسائر اقتصادية جسيمة للمغرب تتراوح بين 3 و6 في المائة من الناتج الداخلي الخام، بما يعادل نحو 50 مليار درهم سنوياً، مشيراً إلى أن الظاهرة عرفت تفاقماً خلال السنوات الأخيرة نتيجة تداخل السلطة والثروة على المستوى الحكومي.
وسجل التقرير أن ملف الفساد عاد بقوة إلى واجهة النقاش العمومي بفعل عدد من القضايا المثيرة للجدل والاحتجاجات التي قادها أفراد من “جيل زد”، لافتاً إلى أن عدد البرلمانيين الذين أبدوا اهتماماً مباشراً بهذا الملف لم يتجاوز 70 برلمانياً من أصل 515 عضواً في غرفتي البرلمان.
وبحسب المعطيات الواردة في التقرير، استحوذت الأسئلة المتعلقة بالفساد على 46.5 في المائة من مجموع الأسئلة البرلمانية المرتبطة بالحكامة والنزاهة، تلتها قضايا تضارب المصالح بنسبة 18 في المائة، ثم الرشوة بـ11 في المائة، وتبديد المال العام بـ7 في المائة، وغسل الأموال بـ6 في المائة، والتبليغ عن الفساد بـ3 في المائة، فيما لم تتجاوز الأسئلة المرتبطة بالإثراء غير المشروع 1.5 في المائة.
وأشار التقرير إلى أن فرق المعارضة كانت الأكثر إثارة للملفات المرتبطة بتضارب المصالح وتبديد الأموال العمومية والإثراء غير المشروع، من خلال أسئلة استهدفت تسليط الضوء على صفقات وبرامج أثيرت حولها شبهات، من بينها ملفات تحلية المياه والمحروقات والأوكسجين وغاز البوتان، إضافة إلى برنامج “فرصة”.
وفي ما يتعلق بحجم التفاعل البرلماني، أوضح التقرير أن المعارضة تقدمت بـ117 سؤالاً حول قضايا الفساد، منها 75 سؤالاً كتابياً و42 سؤالاً شفهياً. وتصدرت الوزارة المنتدبة المكلفة بالانتقال الرقمي وإصلاح الإدارة قائمة القطاعات الحكومية المستهدفة بهذه الأسئلة بنسبة 27 في المائة، تليها وزارة الداخلية بنسبة 20.5 في المائة، ثم وزارة العدل بـ13 في المائة، ووزارة الاقتصاد والمالية بـ7.5 في المائة، فيما توزعت النسب المتبقية على قطاعات أخرى.
وسجل التقرير ما وصفه بالتفاعل السلبي للحكومة مع الأسئلة البرلمانية المرتبطة بالفساد، حيث بلغت نسبة الأسئلة التي لم تتلق أي جواب من القطاعات الحكومية 57 في المائة، مقابل 42 في المائة فقط من الأسئلة التي تمت الإجابة عنها. كما ترتفع هذه النسبة إلى 61 في المائة عند استحضار البعد الجغرافي للملفات المطروحة، وهو ما اعتبره التقرير مؤشراً على حساسية هذه القضايا والإحراج الذي تسببه للحكومة.
